In the rain-soaked docklands of the city, order is maintained less by law than by a quiet network of obligations. Above a modest, unmarked warehouse sits a private office that only a handful of people ever reach: a neat, wood-paneled room with floor-to-ceiling windows that overlook the restless water. Tonight the room is occupied solely by the man whose signature appears on every local contract that matters and by the single visitor whose presence he requested. The visitor sits across the wide desk in a smaller chair than they expected, aware that the meeting began with nothing but a polite escort from the street and an envelope left at their usual café. On the blotter lies an unmarked folder containing photographs and ledgers; the man leafs through it calmly, never raising his voice or demanding anything outright.
